Its the Welcome message, its for v 306 and 4.x!
Add a personal touch to your store by greeting your guests or even your users by their user names!
Simple in use, just add a new block in your layout (template) and choose Welcome Message. Its multilanguage so you can edit the texts as you wish per language.
