Only sometimes?
That could be anyone's guess. Is this a reliable host? Shared hosting, VPS or Dedicated?
If shared, it's time to upgrade. If VPS, what are the allocated resources? If dedicated, probably need to use some support points and CS-Cart take a look at your server setup.
