"Products for shipment were not selected"

I tried to save one certain order when entered tracking number and I got this message “Products for shipment were not selected”. What’s the reason? In other cases the tracking numbers were saved without problems.

Was this ever resolved? I have a client with this same issue

I'm also running into this issue when trying to create a new shipment (after moving our site to a new server). Has anyone come across any solutions for this?
