"Products for shipment were not selected" Rate Topic   - - - - -

I tried to save one certain order when entered tracking number and I got this message "Products for shipment were not selected". What's the reason? In other cases the tracking numbers were saved without problems.

I'm also running into this issue when trying to create a new shipment (after moving our site to a new server). Has anyone come across any solutions for this?
