Is there a way to include rewards point balance when I complete an order and send out the email notifying my customer that their order has been completed?

Unfortunately, the default CS-Cart doesn't have such a functionality. Custom modification is required. Or you can do it manually, by writing Customer notes and checking Notify user checkbox when you change the order status to complete.
