I want to add Royal Mail as my shipping method. Please could someone tell me how to to that? Thanks in advance.

Click on shipping methods. Add a new method and call it "Royal Mail". Then click edit next to the name and enter the costs.

Problem is I don't see add a new method anywhere on the shipping methods.

"Shipping methods", not "shipping settings". It's at the bottom left.
if you really cannot see it, have a look at the CS-Cart demo on this website and see if you can find it there.
