I have created an admin usergroup which has permission to Manage Locations and have added an admin to this group. Yet, the user is not able to create or edit locations.
The same user is able to save, edit or create other things in the admin panel.

Unfortunately, I have failed to reproduce this issue in my CS-Cart installation. I created a user group with the View locations and Manage locations privileges and assigned an administrator to this user group. Locations were available for this administrator account after this.
The problem requires examination on your server. Please contact us via Customer Help Desk and provide temporary access to your server by clicking on the Add record link on the Access information page of your Help Desk account so that we could examine the issue.
