Can the preview of a download product (an MP3 or .wav) be made non-downloadable in CS-Cart? Or, at least, more complicated to download? Thank you.

What do you mean at “non-downloadable”? If you don't want to let your customers, to download is, do not set the preview. If you would like to preview it via html audioplayer, then insert a custom HTML block with a reference to the plugin, and your file or modify your skin to do this automatically.

Set up a custom html block to your product tabs section. Find a plugin for this issue (eg: jPlayer Demos : HTML5 Audio & Video for jQuery). And that's it I think.
