Hi!
I’ve installed v.3.0.1 & add new payment method without processor (like Phone order) with phone.tpl.
Also I made all methods on one tab.
And when I try (as a customer) place an order - I get an error: “Your order has been declined by the payment processor.” But there is no payment processor!
What is the problem?
Did anyone meet such error?
Please help!

Yes with help of cs-cart helpdesk team. 
The problem was in order status “Open”, I set it as increasing inventory and in code was bug.
They give me these files that fixed it.

selecting the payment phone.tpl
I would like the order status changed from “O” to “C”
By default, the system gives me “O”
Only if payment is with (for example) paypal changes to “P” (processed)
with other offline payments the payment default is “O”
I wish only for the payment phone.tpl the status is “C”
