Have you checked out the knowledgebase http://kb.cs-cart.com/ ?
I didn't do anything special to install the cart. Set up the database, upload the files, run the install.
To do the taxes, you need to:
1.) Go to Shipping and Taxes => Locations => Add Location
2.) Name it whatever (ie. California)
3.) Move your state from the right state box to the left
4.) Press Create
5.) Go to Shipping and Taxes => Taxes
6.) Probably delete the VAT tax
7.) Add a new tax
8.) Name it (ie. CA Sales Tax)
9.) Go to the tax rate tab
10.) Put in the rate for your state and select the percentage (ie. 7.25 %)
11.) Click Create
Now you have your sales tax all set up. You can also do the same thing for multiple locations.
I hope that helps,
Brandon

I'm not really sure why you aren't seeing the taxes, those are the steps.
As for uploading a tax file, what kind of tax file? Also, as far as I know, there is no way to upload anything like that. I had to set up taxes for a client here in California that wanted a different rate per zip code. I was able to use Excel and matched up the zip codes depending on the tax rate. Then I was able to make like 10 locations that were all the different tax rates. Then I put in the zip codes. This was pretty easy to do and didn't really take all that long. Is this what you mean?
Thanks,
Brandon

I just want to add tax for NYC and CA. But the tax showed up 0.00 and for CA nothing show up. It will not calulate the tax.
In setting>general>Default location
Do I need to add any address there or leave it blank?

Are you logged in as a User from NYC or CA when adding items to cart and checking out?
Try setting up a fake user account from Ca and test it.

I tried that and still get Taxes NYC (8.875%) $0.00. For some odd reason, the tax will not calulate.

What happens if you have many tabs and select one at the beginning or end? Does the box go off the page?.
I assume that you need at least one sub category with a sub category for this menu type to show all Categories, even if some other categories have only one subcategory which does not have a sub category. Is this what you see?
Thanks,
Bob
