I'm running 2.1.4. We're trying to use USPS International Priority. It successfully returns rates for addresses in the UK, Italy and Australia. But Canada doesn't work! Has anyone experienced this? Any ideas?

Canada Post if currently on strike. USPS is not accepting mail to Canada right now…

I'm having the same problem, so it's not your system.
It would be nice if they'd at least return the prices, since people are going to think we don't ship to Canada at all!
I do have a note on my site about the fact that USPS is not accepting mail to Canada though.
