Good evening, I have tried looking for this using search feature but nothing turns up.
I am wondering if there is a service designed into cs-cart that will authorise the used credit/debit card but will NOT charge the card until we select “completed” status on the customer’s status.
any help would be appreciated.

Within CS-Cart there are perhaps 2-3 payment processors which allow you the capability to Authorize & Capture seperately.
One of them is Authorize.net, so you would have to choose one of these as your payment processor.
I use Authorize.net and I do just what you are asking… Works great when I find an item is discontinued that I missed or something…
Then I do not incur the refund charge as the card was not charged until I verified my suppliers indeed have it in stock…
A must in my opinion when you do not house the products yourself and rely on distributors.
