Lets say I want to schedule a 60minute happy hour promo deal - can cs cart do this and also send out emails to everyone to let them knows its started or is strating in 15 minutes?

The minimum timeframe for promotions is one day.
You can use the newsletter function to send out information about your promotion but there is no way to automatically schedule this from the promotion - you would need to manually create and send the newsletter from the Content->Newsletter area.

Is there still no way to schedule newsletters from CS Cart? Using version 3, will eventually be on 4 so would like to hear if it's in version 4 too…
