I would like to set up a shipping option that would have no charge for local pickup.
Has anybody been able to successfully set this up?

Is there a way to limit this to certain zip codes or states if needed?
You need to create a location(s) for your states/zip codes. Then you can add a zero cost shipping charge on your Local shipping method for each location allowed to use this method.

I followed this tutorial, however it is showing a value when calculating.
My mistake, there was a value in the product shipping i kept adding as a test.
