Your page has 18 blocking script resources and 21 blocking CSS resources. This causes a delay in rendering your page.

any idea on why this 3.06 install is doing this ?

I presume this is taken from the Google PageSpeed or Analytics page load check results? If so, read the next line, which states:-

[quote]None of the above-the-fold content on your page could be rendered without waiting for the following resources to load. Try to defer or asynchronously load blocking resources, or inline the critical portions of those resources directly in the HTML.[/quote]

I have posted before about async/defer, as have a few others, some scripts are easily done, others take a bit more work.
