I've noticed that some posts have a few up/down but not many.
Does anyone actively use the arrows on the right-side of all posts and does it make a difference based upon votes?
Never use it to be honest. I think it's quite easy to see who are the helpful people and who aren't.
Never used it…not sure if it makes any difference as I never noticed it for weeks.

I noticed it a week or so ago. If I saw a post I thought was good I just noted it, if it was not good, I noted it too.
