I never said let change something and make the rest to nothing. Improvements has to be implemented carefully.
Second it's a change on a invoice template and adding extra field to related tax number presentation.

That's a bit of a misquote. Taxes are critical for most of the US (Oregon is one of 3 states without sales tax). There are very few taxes applied at the federal level in the US that would be taken in an online transaction. About the only one I can think of that would be sold online is automobile tires. There is a federal tire tax (and many state/local taxes related to automobile staples) but I would guess that it is never tax exempt and is usually embedded in the price and rarely separately reported.
Many merchants have stated, county and city taxes that are all calculated separately and applied based on shipping destination. Whether some or all can be tax exempt is a 50 question (1 per state) and countless county and local tax agencies. Note too that exemption may apply at one tax authority and not others. That's why I think that having the exemption based on usergroup at the tax level is the way to go.
My point is that not all countries have VAT type tax (GST in Canada) and so hard wiring an ecommerce system to any specific type of taxation is not appropriate. Support for a global ecommerce system either needs to account for and correctly handle tax "configurations" properly both in amounts and invoice reporting or it needs to support the raw data and leave the reporting to addon developers (or merchants themselves) and provide access to the data so that tax packages can be provided as an addon feature for each jurisdiction that is outside the "standards supported".
It must be my classical liberal, old right conservative look on taxation but the most prosperous nations have little or no taxes, you may pay a fee of some sort for let's say roads, infrastructure but an income, payroll, sales tax are usually for the benefit of companies profit an non for profit that apply a lot of rent seeking methods to get financial gains rather than via the profit system where you provide value to the marketplace and thus society as an whole.
The whole tax scheme as it is is being abused by corporate welfare, funding wars oh wait.. conflicts we call them nowadays. Wonderful. That is why I personally loath taxation as it is. But what can you do, I believe that tax competition is a wonderful thing but our governments usually don't like it or those who control the government as you may say so.
At any rate I am in The Netherlands and most of my customers are in the EU, some in the US, some in Norway (not part of the EU) and others in Switzerland, Russian Federation and most of them are just B2C sales. At any rate are you and other saying that there is no real solution for the 0% Tax rule for CS Cart other than some custom coding and nothing build into the system nor a valuable addon ?

Yep, Oregon is a pretty liberal state (actually Portland is the liberal area and most of the rest is dominantly conservative but Portland metro area has like 70% of the population). That doesn't mean that all it's residents are. In fact, it is the conservatives in the state that have kept sales tax out. However, I'd rather have a sales tax than an income tax. But never known an entity to add a tax and take away another. Usually it's just add. Tax on consumption is a much fairer tax than on income. Plus all those California tourists can then help pay our bills! :-)

But okay back on topic. Is this still a fact by default CS Cart does not handle a B2B intra communitairy transaction as we (used to) call it a real pain. Being in a violation can be darn costly for us and others.
Don't disagree. To do a one size fits all tax model is difficult. I would suggest they pick 3 scenarios and let a merchant load whichever scenario best fits their needs (and 'none' could be 4th for good old Oregon).

So the workflow will look like this:

3) As a result the company gets correct tax rates during checkout.

Please keep in mind that if anything at all is too complex, then that's the end of a potential sale. Customers just go somewhere else.

This tax issue is actually very simple to fix. I fixed it this way:
I used the "fax" field on the invoice because i don't use fax (settings->company->company fax).
Then I entered the following value in this field: "My_company (Vat number)".
Then I had to translate the fax name and give it the name "Company" (Administration->translations->fax).
Invoice then outputs something like:
Phone number: 123123132
Company: My company (Vat number)
etc...

My scenario is simple. I sell with taxes :) if you want to buy without taxes you contact sales and ask for extempt. I will require some documents like company registration and tax registration document. Then maybe then i will mark the checkbox :)
The simplest thing imac is to add company field and vat no field to the registration process and fix of the current issue with tax extempt possibility. Will it be per user or usergroup will no matter. This will keep things simplified and if a customer want to buy without tax he can use the contact form to ask for it.Ok,
