Why can't I see HTML Block as a block type?

I am on 2.0.7 and trying to add a unique HTML Block to the products area. But neither HTML block or Unique HTML block is an option. Any idea why?

Because you're running a version that is like 2 years old.

HTML blocks didn't come into being until about 2.0.12 or so if I recall…

The ability to add the HTML blocks exists in CS-Cart version 2.0.9 or higher. So, if you need this feature, you can upgrade your store to the later version.
