Just delete the code from the top.tpl and replace with
Sign inThat’s all.

Normally it’s enabled in the installation. I can tell you how you do disable it but reverse? Do you have java script enabled in your browser?
I do not know why either. When I do clean install using the same browser, the pop-up login box is there. However, it seems to display if I upgraded from existing store. Thanks! 
I was working in one template (artificial casting) that had the pop up sign in box. I thought about using a different template (the basic one) so I switched to it to see if it was a better fit. Then I decided to go back to artificial casting. When I went back the sign-in pop up was gone. Instead, it just takes me to the sign in page now.
Ideas on how to fix this?
Weird, I wanted to disable the sign-in box. I was told to use SSL for sign-in in settings. Have not tried it yet.
