What Is Skip Payment Option At Checkout?

From time to time I go through check out when testing stuff.

At times ( under the normal payment options ) I see

a radio button called 'skip payment'.

I haven't seen it in the last few days but why should an option

appear then disappear for no apparent reason ?

This option is shown if you used the Act on behalf of option in the admin panel or you are logged in under the administrator account in the store-front. It is hidden for common users
