What Happened To The Template Debugging Console?

Have been running 4.2.3 and just loaded 4.3.5 to play with it. The Template debugging console check box is now missing from Settings | General. Can't find it anywhere. Its also missing from the database tables settings_objects and settings_descriptions. Nothing in the change logs about it I can find. Anybody know where it went? Removed with no notice?

Thanks for the tip. Its a nicer display with more info than the smarty console and still allows you to use {debug} in block templates to pop up the smarty console and see variables passed to blocks.
