If you edit an order after the address on the “totals” area, there is a check box but not text next to it. Its below the “manually set tax rates” check box and I think it has something to do with shipping as my shipping method of choice is next to it but no description what the check box is for, thank you thank you!
If you want to edit it or not. Checked = editable and Unchecked = uneditable.
Thank you for responding I looked under my languages but all the boxes are full of text. Interesting indeed.
