I’ve looked around the forums here for the same smarty 1095 error but no one has quite had the same situation as I’m having.
Our new site just went live: http://www.cardhoarder.com
I changed $cscart_http_host to www.cardhoarder.com and $cscart_http_dir to /store.
You can go there now and it gives you the store_closed (which is what we wanted). But if we try to access it with our key we get the following error:
Warning: Smarty error: unable to read resource: “index.tpl” in /~SECRET~/store/classes/templater/Smarty.class.php on line 1095
Now here’s the goofy thing.
If I go into the config.php file and change the $cscart_http_host back to our temp name (users2.250host.com) and $cscart_http_dir to /~mattkars/store, it works.
So what does this mean? We’re litterally sitting ducks.
Yes I have gone in and cleanedup cache. I’ve emptied /var/compiled.
I’ld suggest you contact your host to work out the problems, after all, it works with the settings you’ve placed in it
it looks like you changed the paths and didn’t move the directories into the new paths, aka can’t find index.tpl errors ect…
Off subject, but that’s probably the cleverest. “Site coming soon” design I’ve seen. 
If people are going to stumble across it you should add a rough opening date for them to check back.

Below is what I currently get accessing certain areas of your site. Are you sure that is the correct server path?
Yes. It was a setting that my host had to set my domain to allow safe_mode to be set off.
