Vat Does Not Show For Orders Abroad

I have VAT set up so that there is a VAT percentage for my country and the same for ‘all countries’
I would expect that all orders will have VAT calculated, but this is not the case. All orders from my country shows the amount of VAT included. This is correct.
But all orders abroad do not show VAT. Which is wrong.

Does anyone know how to correct this?

(it does not matter what products are ordered. Its the country that makes the difference)

Are your vat settings based on delivery address or billing address

I was thinking it may be missing a check box under vat settings for billing address but am unsure now I have looked
