In the admin panel / users / user carts
You can view shopping carts that have not checked out yet.
Is it possible to turn this into an order from within the admin panel?
User carts is informational only at this time. There is a feature request to improve user carts functionality:

I have a relatively new store, and I am getting a number of user carts listed now, from both registered users using the cart and wishlists 
My questions is in regards to stock/inventory control… does CS-cart hold the inventory in a users cart? if so I probably have many items (particularly from unregistered users) that are unavailable due to the carts.
How would I go about clearing the unregistered carts? Is there a way to clear the user carts, but not the wishlists?
I am really only worried about this due to stock issues (we sell many one of a kind or short run items) but also imagine that system performance could become an issue as well.
If they don’t place an order, means nothing otherwise

thats good to know.
My previous store ran on MIVA and its baskets took and held stock… I needed to clear them daily.
