Urgent - How do we allow phone ordering if "no shipping option" message appears?

We only have shipping installed for locations in the continental U.S. (temporarily). However, we want to allow customers to place orders for shipments to Alaska, Hawaii, Canada and Mexico using the 'Phone ordering' option.

As it works now, if a customer chooses a location outside of the continental U.S. a warning message appears: “Sorry, it seems that we have no shipping options available for your location . . .” I've added the following to that message: Please select the “Phone Ordering” payment option to the left and call or email us to arrange for payment and shipping.

However, even if they do follow the instructions and select 'Phone ordering', they cannot proceed to the next step of the ordering process (the warning just reappears if they click on “Continue”).

How do I tweak the code so that the “Sorry . . .” message appears, but does not block the remainder of the order process?

I'm not a programmer, so please give me specific instructions.

You can set a free shipping method for those locations (CS-Cart Documentation — CS-Cart 4.15.x documentation) and name it in the way that customers can realize that they need to call.
