What is 'act on behalf of' all about ?
It only takes me to the shop front and I have to log in.
Is it supposed to work when the customer is already
logged in and ( say ) phoned you while logged in ?
take you to the frontpage and auto login with that user credentials, this is his purpose

The Admin didn't have the correct privilege.
I just edited to give the Admin ALL privileges.
