If so, then it's a bug. I know that in 2.2.5 and previous that setting them to hidden would prevent them from showing in sitemap. However, if the search engines have already indexed the page then they know it's there and how to get to it.

Note that in latest versions if any product/ category data is changed, you should regenerate the sitemap manually:

NOTE: If products, categories, etc. were added or changed, click the Regenerate a sitemap button on the settings page of the Google Sitemap add-on to regenerate the xml sitemap
Looks like you see hiidden products due to this issue
