Ssl Won't Turn On On One Site... And Off On An Other

i set up ssl for website b, I checked the correct boxes in admin, but checkout page is not secure(https).

On website A, ssl is set up and working for months, but when I try to check OFF secure checkout in admin the SSL stays ON.It dosent come off.

I cleared cache on my computer....need help
