Smarty error

I have just bought a new copy of CS-Cart Professional and installed it and when I go to the admin section I get the error:



Warning: Smarty error: unable to read resource: “index.tpl” in /home/content/76/7091576/html/cs/lib/templater/Smarty.class.php on line 1095



What is wrong?

Check for the file and the permission for /skins/basic/admin/index.tpl?

Set all the permissions correct.

Correct for what? Some servers require 777 & 666 (CSC default) but a lot have lately required 755 & 644.
