Skip Payment Not Working Correctly

When the admin does an Act-on-Behalf of and then clicks Skip Payment on checkout, it won't continue on unless the CC fields are filled. Shouldn't Skip Payment allow one to submit an order without filling in CC info.
How to fix?

Doesn’t that defeat the whole purpose of having a skip payment button. Sounds like this feature is broken.

This feature is used after you click on the Place order button. On the checkout page it does nothing. Therefore form elements are still validated.
