Some of vendors have been able to sell some products only in certain cities. When adding these products, how can I show them only to customers in the city?

Some of vendors have been able to sell some products only in certain cities. When adding these products, how can I show them only to customers in the city?
I am afraid, there is no way to do it. I can only suggest you to add additional categories and use City as category name. In this case customers will be able to check products available in their cities only
