Show “Apply For A Vendor” Link In “My Account Menu” In 4.11.3

Hi,

looking at this tutorial https://docs.cs-cart.com/4.3.x/user_guide/users/vendors/allow_customers_to_apply_for_vendor_account.html, I'm supposed to have something that's called Vendor commissions here Add-ons → Manage add-ons,.

But I don't. There's nothing as such in my admin panel.

Any idea where to get that?
