Currently using an old, heavily customized version of Ecommerce Templates Shopping Cart and very interested for advice on the following:
How easy, or otherwise, would it be to migrate our ECT Shopping Cart implementation to CS-Cart?
Is it something we could do ourselves or should we engage the assistance of a CS-Cart Developer?
It is mandatory that any new CS-Cart Shopping Cart implementation include Loyalty Rewards and automated EU VAT Nr. Validation. Are both these features included within CS-Cart or are they AddOns. If AddOns, how reliable are they?

I am not familiar with ECT Shopping Cart but it is it is very unlikely that you will be able to use the template to move the look of your site to CS Cart.
If you need a developer, will depend on your own knowledge, While CS is quite easy to modify to some extent, Major Mods will require extensive knowledge of its workings.
So what you will be looking at is moving the Data, The complexity of that will depend on what data options, features etc that you are using on your existing cart.
The simplest way to do this is to setup a new CS Cart installation, add some products, etc and do an export to CSV, you will now be able to see the format that is required to import back to CS Cart
Map your data, Change what is necessary and do an import.
There are some limitations to the data that can be imported to CS Cart. ie while you can import product option you can not import the modifiers.
Rewards Points can be turned off in addons admin,
There is an EU Vat validation available from a third party developer, I think it is about €80
