Shipping Icons Not Showing, Suggested Change Causes Great Error

So I go to support about my shipping icons not showing, even though I have images set in the shipping methods. They directed me to this KB article:, which I perform. I then run a test order and now get: Notice There are no payment methods available, so you cannot proceed to checkout.

So I delete that file mentioned in the article, clear cache, etc. and still get the same error. So now I am stuck until support who is on completely different time than I am, responds (24 hours at least). So that's at least 24 hours that I am losing orders. Does anyone have any suggestions?
