I'm trying to add shipping charges to a custom shipping method, in Multivendor 3.9.1. When I go to the Shipping Charges tab, I'm not able to select any of the check boxes for specific dependencies (a mouse over shows the disabled icon), even if the parent Group Dependency check box is selected.
I get this behavior for both manual and real-time rate calculations. Is there some other setting I'm missing?

Looks like you tried to change shared shipping method. In this case, please select the All stores option at the top of the page.
Thank you for your quick reply. I do have "All Vendors" selected in the top, and the behavior is still the same. I also have Vendor set to "None" on the Shipping Method's General tab, since all of the other options for that field are for specific vendors.
Is there some other global setting I need to set to enable the selection of these dependencies?
There is no global setting. It is required to examine issue directly on your server
