Im happy with my current hosting but Iim thinking of moving another host with server much near to target geo. my current host ping time from the target location is about 190ms. the other host is about 80ms.
Will that make a lot of difference with cs-cart? or not worth the hassle since I'll risk trying another host

It will make a difference in your search rankings since the response time will be double for one location than the other. Going from 2/10's (200ms) of a second to 1/10th of a second for each and every connection will accumulate to a big difference. I.e. to load an image might take 125ms to load. On your 190ms site, this could go up to maybe 250ms instead. So each image load (each new user) will see twice the performance with your new site as your old site.
This is just an example and is very site specific based on the number of http requests (images, css, etc.) and the size of those objects. But yes, halfing your latency should be a big win with all other factors being equal.
