Is there a way to get the second language as default home page rather than the English for multi language?
Configure the default to whatever you want it to be.
I belive what you mean admins - setting - appearance -customer setting- Customer area default language ? My setting is already set to non-English.
If this is the only method either there is a bug or html cache issue as the English
language home pages comes up first. I will put in bug tracker after few check.

Apparent first browser language determines the language and then the default language, from cs-cart settings.
My browser language was set to the English and no other language was added to the browser. So this was the problem. Browser language setting overdrives the default
cs cart langauge setting so i added the second language and set it to the default from the browser.
