Root Vendor Assign User Privileges To Sub-Account

The default cs-cart multivendor allows the root vendor to create sub-accounts without assigning the privileges; thus, it depends on the site admin to do it for them; it seems like an incomplete functionality that makes room for customization.
I have searched through the marketplace and internet and found no such extension add-on available; not sure if such functionality is not required by other multivendor admin or all done through customization.
I want to know if someone has such an add-on available or plans to make it available as a ready-made extension add-on?

The add-on will allow the root vendor to set the privileges assigned by the site admin to the sub-account he created. In the default CS-Cart, he must get the site admin to make the privilege in the user-group and assign to these sub-accounts for him.
For example, the site admin assigns a root vendor's product, marketing, translation (3rd-party add-on), and accounting privileges. The root vendor can then set these privileges to the sub-accounts he created; product privilege to the product department, marketing privilege to the marketing department, translation to the translation department, and accounting privilege to the accounting department.

Setting privileges on vendor admin configuration level may be potentially pretty difficult to develop.

We came up with an idea to allow root vendor to create his own usergroups and configure privileges to them, which then he could assign to other vendor administrators.

Would that be an acceptable solution?

It allows main admins to change vendor's rights to the parts of the store. However, if you'd purchase this add-on, we can write a modification to it that will allow root vendor administrators to set privileges for the ones they create.

This is a good option but it may be more complicated comparing to the user group, especially to the new root vendor.

Beside, is this add-on includes the third-party add-on permission?

We could make such add-on for you, however using existing one would be better, easier, and probably cheaper for you option. Usergroups were not designed to be created and managed by vendors, and while we're confident that it is possible to change that behavior, it will be definitely difficult.

Regarding your question - I'm not sure what do you mean "the third-party add-on permission". This add-on is indeed a third-party add-on that you install through Addons menu, but it does not require altering source code of the store.
