Why would cs-cart allow to make a testimonial

while product review has none of those options? I really do not hope someone to write a text review these days, even cs-cart developers have nearly beg for review :D so why not allowing just o click stars, just rate, evaluate product?
How I imagine this to work is, in product details page somewhere below title, not filled 5 stars shown, customer with mouse hovers starts and with just one click rates product, now css text field appears from nowhere, but it is optional, do not want do not write anything.. (signed in can post text, anonymous do not get text field option at all)
Anyone interested in this project? I am not interested in custom development but would buy this addon if one would be available
