I have a problem: I need no longer choose a payment method (e.g. C.O.D) when you select a shipping method, or region of destination (e.g. to other country)
The ability to bind a payment method to a shipping method is not currently available. There is a request to add this feature in the Bug Tracker:

You can restrict both shipping methods and payment methods to locales by using the Localization feature. Once you create your localizations, a new selectbox appears on categories, products, page, shipping methods, payment methods and banners.

I’m using “locations” to select witch payment method use. I do not understand the difference “locations” <-> “localizations”, this is is difficult to understand. And the worst thing is that if you create “localizations” then you have to assign all these things to them, there is no default.

I agree that there should be some default handing of items without localizations defined. This would prevent the problems we’ve seen where people understandably get concerned because their hard work seemingly disappears.
I have put in a feature request at the Bug Tracker:

I am sure there may be other ideas of how to better handle localizations. Please share your thoughts at the above post
