I need to remove Position from the attached. I have edited all three po.tpl files and it is still there.
Also, if I want to add a dropdown to the shipping section, is that possible?

You should correct the following file

/design/themes/THEME/templates/views/orders/components/payments/po.tpl

If it does not help, please try to delete the var/cache directory manually

Thank you.. I deleted the Position code and it still comes up. Do I just delete all of the folders and files in the cache?

It has "misc", "registry", "static" and "templates"..

Yes, all subfolders in the var/cache directory can be deleted
