I have setup Realtime shipping with UPS from within Cs-Cart, but I have no idea which UPS shipping services I need to offer.
Ideally I would like a 2nd day, next day, and standard method. When I view the UPS service list to select these there are so many I don’t know which I should use. I’m located in the U.S.A. and I’m going to be shipping mainly small to medium sized packages.
Does anyone have any suggestions on which UPS services I should select?

Considering you will be shipping small to medium sized packages worldwide from the USA, I highly suggest you also setup USPS to take advantage of their Priority Mail INTL service including Flat Rate Boxs. This is where they really shine as in shipping smaller packages & especially to international destinations! 
As far as UPS international options, only you can decide how many you wish to offer from the multitude of different service levels they offer. My advise, keep the options to a minimum and only offer the ones which make the most sense to you.
Thanks for the suggestions. I think I have these configured correctly now. Do you know of any way to test these shipping services to determine if the price is being applied correctly?

Well, we simulate actual shipping charge calculations by placing “test Orders” to various locations using actual valid customer addresses, both domestic as well as international addresses.
