When you add a promotion and put on the condition “Once per customer” what does this base this on. Is it username or IP address?

Thank you for your message.
The Once per customer condition does not check customers for their IP addresses. It works in the following way: if a customer places an order as a guest, a customer cannot use a promotion created with such a condition twice until the information is different at least in 4 mandatory fields in the Billing address or Shipping address sections.

My site does not allow a customer to checkout unless an account is created. Guest checkout is disabled.

This really should work on e-mail, it's the one unique identifier which can't be changed.
We run a 10% off your first order promotion. A customer has just placed an order with the usual email but has changed billing and shipping address, they now have 10% off for their 7th order with us.
Is there a change request for this anywhere?

That's hilarious.
No matter what you do... there will be customers that can game your promotions and find a way to get a deal. I suggest you give up trying to stop this kind of thing, because it's actually easier to get multiple free email addresses than it is to change your billing address, and just think about how much trouble the customer has to go through to save 10 friggin percent.

For example, general test@gmail.com will be used if your customer specifies the following addresses in e-mail
- test@gmail.com
- test+1@gmail.com
- test+2@gmail.com
So e-mail is not a solution also
