I am looking to find out how to create a BOGO sale? I am sure there ius a way, but I am having a brain fart and can not figure it out.

CS-Cart doesn't have a true BOGO promotion.
While the Promotion configuration that Anaconda explains above will add a Free product into a qualifying cart, it won't do a true BOGO and add ONE Free Product FOR EACH qualifying product purchase.
For instance a true BOGO allows for a customer to buy 3 of an item (or more) and get 3 additional for free - or “Buy One - Get One”. Usually with a limit.
All CS-Cart can do is give ONE free, no matter how many of the qualifying item is purchased. You can add 3 of the qualifying item to the cart, but you are still only going to get one free. If you WANT to limit the offer to only ONE free per order then that's fine.
It may be possible to add additional Promotions for each quantity purchased, so that if the quantity purchased is 2, then the bonus quantity is 2, etc. but… where do you stop? and I don't know what kind of conflicts are going to arise from multiple promotions on the same item with just different quantities.
