I want to make some changes to the product rating and review; please help.

How do I add a line of text showing on every review with the Read More pop-up link? Example: https://prntscr.com/FV4CBKIfyZ6Q, https://prntscr.com/p1m0hC3s8A9V

You can use common/popupbox.tpl template to add extra information displayed in popup. It should be added to review template. Template location depends on the reviews add-on you use

design/themes/responsive/templates/addons/product_reviews

or

design/themes/responsive/templates/addons/discussion
