Similar Products and At the Same Price working only with the static Bright Theme. Not displayed with any of the Responsive styles.

Looks like a mystery. Helpdesk engineers have created the block using a standard procedure and posted an image of it under the product description. I am using the same routine and can create the block on any other Responsive Layout tab but Products.
The problem was that Vendors are allowed to change their layout, so general admin layout will not affect their products. Vendor layout has been disallowed and the block showed up.
