The requested functionality (separate promotions for vendors) were been implemented as part of the Direct Customer-to-Vendor Payments add-on in version 4.9.1. Direct customer-to-vendor payments split the cart by vendors and ensure that products of one vendor aren’t affected by the cart promotions of another vendor.
The add-on has been available for some time now, so I’m locking the topic to prevent confusion and so as not to give new forum users the wrong idea that the functionality is missing.
