I’ve seen threads about some update to the cart in the future which would address the problem of people clicking the paypal button but then not completing that end.
I’ve been thinking the best way to notify them and wondered how anyone else did it.
I thought the way might be to send them an email under “view order” which went something like "Your order cannot proceed until paypal payment is received. Please visit YORSITE.CO.UK, login and proceed to checkout.
I was wondering will this work? or would they have to redo the order?
How do I get them to finish the order?

I am not sure how Paypal works but, generally, a customer can log in and then review and pay an open order. It lists all the payment options so I would think this work with Paypal as well.
