we have a paypal account, but cannot get approval for paypal marketplaces at this moment as it is a new product.
how can we set up multivendor payments to work with a standard paypal account and we can avoid being the merchant of record?

It is not possible our of the box. But PayPal module can be modified - for example, make PayPal Pro transactions for each suborder in loop
